The Harbinger Foundation is a secret organization lead by Toyo Harada, arguably the most powerful Harbinger on the planet. The organization recruits young psiots and trains them to use their psionic powers. Harada believes humanity will destroy itself without his guidance, and the Harbinger Foundation acts as a secret army to help him shape the world. They are opposed by the Renegades, a group of rogue Harbingers lead by Peter Stanchek.
