Perp is a rookie member of the corporate strike team known as H.A.R.D. Corps. He was a coma patient until Omen Enterprises revived him with a neural implant that gives him access to special Harbinger powers. Omen allows him to keep the implant in exchange for doing combat missions to battle Toyo Harada's Harbinger Foundation.
