Project Omen, or simply Omen, was founded by The Scarred Man when Project Rising Spirit (P.R.S.) was destroyed and shut down after the events of Bloodshot U.S.A.. The Scarred Man secretly moved all important experiments and assets to a secret location and burned all P.R.S. databases, and launched Project Omen.

After they failed to catch Bloodshot, Project Omen was shut down by the secretive Black Bar, and the United States Government reestablished P.R.S.[1]

- "Project Omen" is pretty clearly the Valiant Entertainment version of Omen Enterprises. In Valiant Comics continuity, Omen Enterprises was the group behind H.A.R.D. Corps, a role taken by Rising Spirit in the reboot. However, the Omen name was already used for an unrelated corporation appearing in the pages of X-O Manowar.[2]
