The Scarred Man is a mysterious figure and main man behind Project Omen. When Project Rising Spirit (P.R.S.) was destroyed and shut down after the events of Bloodshot U.S.A., the Scarred Man secretly moved all important experiments and assets to a secret location and burned all P.R.S. databases, and launched Project Omen.
History[]
Years ago, a boy named Pete and his younger, slightly oafish brother Danny lived alone in a farmhouse with their abusive father. As Pete grew older, he refused to live under his father's drunken hand anymore, so he enacted a plan to kill him. However, things did not go according to plan, and Pete got badly burned. Seeing his older brother hurt, Danny lashed out at their father, beating him to death with his own hands. Once he came to his senses, Danny fled to the basement and refused to ever leave it again, leaving his big brother Pete to care for him.
And care for him Pete did. Not only did he keep his brother healthy and fed in his self-imposed prison, he managed to get and maintain a job, and soon became an influential, clandestine individual in numerous business circles. Pete gathered wealth and influence, his facial burns earning him the title "The Scarred Man". Pete's plans came to a head when nanite plague outbreak in New York City lead to the dismantling of military contractor Project Rising Spirit, and Pete used his influence to claim control of the company's assets and reform them into OMEN. Using his newfound access to decades of studies into supersoldiers and nanites, Pete convinced his brother to submit himself to experiments, transforming him into the monstrous Rampage. The Scarred Man is fixated on studying and controlling all of PRS's old assets still in the field, meaning he sends Rampage against the similarly-enhanced Bloodshot.
