Toshihiro Matsuda is a Yakuza Oyabun (clan leader) and the half-brother of Goro Sanada, the Seventh Dragon. When government reform threatens his position in the underworld, Toshihiro sends his men to convince Senator Yusaku Okubo to change his plans.
Yoshiro has a distinguishing scar over his left eye from an old encounter.
